The 23rd International Industrial Exhibition Metal Expo’2017 was held in the 75th pavilion of VDNKh on November 14-17, 2017. 530 companies from 35 countries presented  various products of ferrous and non-ferrous metallurgy, state-of-the-art equipment, technologies and innovative solutions. Approximately 30 000 specialists were exhibiting in this year.

Aktobe Rail and Section Works enters the Russian market

The 19th Session of the Kazakh-Russian Intergovernmental Commission for Trade and Economic Cooperation was held in Aktobe city.

First Deputy Prime Minister of the Republic of Kazakhstan Askar Mamin and First Deputy Chairman of the Government of the Russian Federation Igor Shuvalov participated in it. They discussed further development of bilateral cooperation in various fields.

In total, over 9 months of 2017, trade turnover between the countries has increased by almost 30% and amounted to more than $11 billion. Deputy Heads of the Government of two countries have visited Aktobe Rail and Section Works. As of today, this is the unique company at the EAEU producing long heat-strengthened railway rails of R-65 standard. As soon as full capacity is achieved in next year, the plant will produce 430 thousand tons of rolled sections per year, including rails for high-speed network. Over 116 thousand tons of rails for total amount of 31 billion KZT have been produced within 9 months of the year. Main consumers are Kazakhstan Temir Zholy National Company and Uzbekistan, Turkmenia, Azerbaijan. The President of Russian Railways Company Oleg Belozyorov and Head of Kazakhstan Temir Zholy JSC Kanat Alpysbayev signed Memorandum on cooperation. From now on Kazakh rails will be supplied to Russia. First 7,5 thousand tons will be shipped in a few days to Chelyabinsk.

“This year growth of trade with our EAEU partners exceeded 30%. Rise in exports on market of EAEU countries achieved 40%. It means that these are apparent achievements in the framework of our integration associations. All the EAEU member countries are committed to a constructive approach to resolving all emerging issues within the framework of the formation of such a global integration economic association”, Askar Mamin, First Deputy Prime-Minister of Kazakhstan noted.

“Leaders constantly have been saying that it is necessary to guarantee a real cooperation. The plant is the implementation of this idea. In the final form the idea is formed here in Aktobe city, and I hope, its products will be consumed in many countries of the world. 19th meeting of Kazakhstan-Russian Intergovernmental Commission for trade and economic cooperation had been held in Aktobe, as informed by the press service of the Prime Minister of the Republic of Kazakhstan.

The First Deputy Prime Minister of the RoK Askar Mamin chaired Kazakhstan delegation and the Russian delegation was chaired by the First Deputy Chairman of the Government of the Russian Federation Igor Shuvalov.

Development of bilateral cooperation in the field of industry-investment, fuel and energy, transport, nuclear industry, agricultural industry, health service, education and tourism was discussed during the meeting of the Intergovernmental Commission.

Askar Mamin pointed out the success of relations of Kazakhstan and Russia at all levels of interstate relationship.

“Russia is the main trade partner of Kazakhstan,” – said Askar Mamin and pointed upward trend of external turnover between two countries.

Goods turnover between the Republic of Kazakhstan and Russia for nine month of this year has been increased by 30 percent in comparison with the same period of the previous year and composed 11.4 billion US dollars.

“More than seven thousand companies are conducting the business in Kazakhstan with participation of Russian capital,” – said Askar Mamin and pointed out the interest in business sources with further enhancement and strengthening of relationships.

At present time, the industry- investment cooperation program between the Republic of Kazakhstan and the Russian Federation for 2017-2020 was approved on mutual increase of investment in processing industry and energy, support for implementation of investment projects.

Having pointed out the fixity of focus of Kazakhstan on development of strategic partnership with Russia, Askar Mamin remarked on further activation of cooperation in the field of fuel and energy complex, industry cooperation, automobile industry, science and technology, innovative development, implementation of transit-transport potential.

Basically, the trade and economic cooperation between the Republic of Kazakhstan and the Russian Federation has great potential for further development in various sectors of the economy,” – said Askar Mamin.

During the meeting, bilateral negotiations of Askar Mamin and Igor Shuvalov were conducted in private and in extended formats.

Following the results of the 19th meeting of the intergovernmental Kazakh-Russian commission on trade and economic cooperation, the heads of delegations signed an appropriate protocol. Within the framework of interstate commission meeting, Aktobe Rail and Section Works LLP and Russian Railways JSC signed a document on cooperation.

Head of NC KTZ JSC Kanat Alpysbayev and President of Russian railways JSC Oleg Belozerov signed the document.

High quality long rails produced by Kazakh manufacturers be used during modernization of the Russian railways. ARBZ will deliver 7.5 thousand tons of R65 rails with the length up to 120 meters until the end of this year. Export potential of Aktobe Rail and Section Works is more than 550 thousand tons up to 2020.

“When EurAsEC project was originated, the Heads of our countries said that it is necessary to provide real cooperation, real integration. ARBZ plant is just a brainchild. I hope that product of the plant will be in demand at the territory of many countries,” – said Igor Shuvalov.

During the visit of Aktobe, the Heads of Russian and Kazakhstan delegations visited a number of facilities intended for social needs including Nazarbayev Intellectual School and Academy of creative activities.

At the 133rd meeting of the Railway Commission in Aktobe high quality of Kazakhstani products is noted

On October 4, in Aktobe, the annual 133rd meeting of the Rail Commission was held.

The event, organized for the first time in the territory of Kazakhstan, was attended by representatives of the leading companies in the field of production, quality control and operation of rails from more than 20 countries of the world at the site of Aktobe Rail and Section Works LLP. Among them: Siemens VAI (Austria), Mitsui & Co and Nippon Steel (Japan), EVRAZ Holding (Russia), Kardemir (Turkey), NDT Technologies Inc. (Canada) and others.

Vice-President for Infrastructure Projects of JSC NC KTZ B. Urynbasarov voiced a welcome letter on behalf of First Deputy Prime Minister of Kazakhstan A.Mamin.

“Holding the 133rd meeting of the Rail Commission in Kazakhstan is a significant event in the rail-rolling production business,” the greeting says.

Noting the role of the Rail Commission in the manufacture and operation of rail products “in the 1520 space,” A. Mamin stressed that “Aktobe Rail and Section Works, built on behalf of the Head of State, is one of the modern enterprises in the Eurasian space. Unique technologies are used here, high-quality and competitive products are produced. 

Vice-President B. Urynbasarov called the production of rails one of the priority directions of railway engineering in Kazakhstan and noted that “the key stage in the development of the railway industry was the construction of the first plant in the Kazakhstan for the production of rail products.” 

“The products of the Aktobe manufacturers are widely used in the construction of the facilities of the state program “Nurly Zhol”: the second railway lines of Almaty-Shu line, the infrastructure of the new sea port of Kuryk, the new station complex of Astana,” Urynbasarov said.

The plant’s products have passed all kinds of bench testing, and fully comply with the requirements of safety, quality, standards of technical regulations and international standards.

Currently, ARBZ has mastered the production of rails of the type P65 class DT 350 and DT 350 SS for high-speed movement.

During the meeting, A.Kuchin, Deputy Head of the Central Directorate of Infrastructure of JSCo Russian Railways, A.Kuzmin, Director General of ARBZ LLP, also spoke.

133rd Rail Commission is hosted by Kazakhstan

133rd Rail Commission – the oldest and most reputable event of the track facilities sector was launched in Aktobe.

A large-scale meeting is attended by about a hundred leaders and leading specialists as well as Kazakh and Russian core business companies. The railway has been one of the most popular types of transport since the moment of its invention and to the present day. It plays the role of economic driving force and contributes to the development of its various sectors.

The guarantee of stability is the timely and complete provision of the industry with the necessary materials which is successfully managed by the only plant in the country producing rail and section products.

Despite its fairly young age, Aktobe Rail and Section Works now enjoys serious reputation in the entire territory of former Soviet Union. That is why our region was chosen as the venue for such a large-scale event this year.

About a hundred representatives of Kazakh and Russian companies gathered in Aktobe to discuss innovations in the field of track facilities and opportunities for improving the characteristics of rolled rails in Aktobe.

Vice-president of Kazakhstan Temirzholy NC JSC Bauyrzhan Orynbasarov also arrived to our city to open the session. He warmly greeted the guests of the forum, proudly reported on the activities of the company and the main partner – Aktobe Rail and Section Works. Many participants noted that they are familiar with the history of the enterprise and are interested in further cooperation.

Within three days, experts will share their own know-how and research results of recent years, dozens of reports will be represented.

The President will be in Aktobe for two days.  

The first item on the first day of the President’s visit on Wednesday, October 4, was the Ferroalloy Plant in Aktobe (on the photo). Recently, a new workshop was opened here.

It was built within the frame of the project on increase of production of high-carbon ferrochrome. There are 4 advances furnaces of direct current in the shop with total capacity of 440 000 tons of high-carbon ferrochrome per year.

Main Buyer of high-carbon ferrochrome, produced by the shop is China, Europe and the United States.

Having praising the Akim and the staff of the Plant for good work, the President wished them success and went to ARBZ LLP – Aktobe Rail and Section Works.

The uniqueness of this Enterprise is that it is the only one in the territory of the EAEU that produces long-length railway heat strengthened rails of R-65 standard. After reaching full design capacity in 2018, the Plant will produce 430 thousand tons of rolled products per year including rails for high-speed lines.

For 9 months of 2017, the Enterprise produced 116.4 thousand tons of rail products for 31.2 billion tenge. The main consumers of products is JSC NC KTZ, Uzbekistan, Turkmenistan, Azerbaijan and other countries.

Samples of produced items were demonstrated to Nursultan Nazarbayev and he got acquainted with the production process.

Akim of the region Berdybek Saparbayev told the President that within the second five-year of Industrialization Map in Aktobe region, it is planned to implement 23 projects that worth 258 billion tenge and create 6,500 new jobs.

As of today, 11 projects have already been commissioned for a total of amount of 13 billion tenge.

In general, as Akim of the region said, the task for 2017 is to modernize 20 enterprises for a total amount of 18 billion tenge. The expected effect is increase in labor productivity by 12%, decrease the primecost of production and processing of products by 3%, and reduce the injuries level.

In addition, according to the results of the first quarter of процессинг industry to the economy of the region increased from 10.8% to 17.5%.

The President of the Republic of Kazakhstan got acquainted with the activity of Aktobe Rail and Section Works

Nursultan Nazarbayev has got acquainted with Rail and Section Works activity which has been put in operation in the framework of state program of industrial and innovative development. The Head of the State was informed on current state of the enterprise’s products export to former Soviet Union and other foreign countries, including Uzbekistan, Turkmenistan and Azerbaijan, reported media office of Akorda.

In conclusion, the President of Kazakhstan met with the employees of the enterprise and wished them fruitful work and professional success.

As it was reported by media office the plant exports its products to Kazakhstan Temir Zholy National Company JSC. Annual plant capacity is 430 thousand tons of products.

SOURCE OF INNOVATIONS AND SPIRITUALITY

During the working trip, President Nursultan Nazarbayev visited the infrastructural and social and cultural facilities as well as industrial enterprises in Aktobe region.

Aktobe region is taking the second place in the area among the regions of Kazakhstan. The most important production complexes of the country are located on its territory and given special importance in the conditions of the Third Modernization. Today, there is an increase in indices of industrial and social development. For 8 months of this year, the economy grew at least by 4%, the investment volume by 130%. The volume of industrial output increased by 4.9%.

Thirty large enterprises of the region participate in the implementation of the Action Plan for the modernization and retraining of personnel. To date, 10 production facilities have been modernized and by the end of the year this figure will double. The expected effect is a 12% increase in labor productivity, a 3% decrease in the prime cost of production and processing of products. In total, 11.3 thousand working places were created in the region in this year, which made it possible to keep unemployment at 4.8%

“Over the years of independence, the population of Aktobe region has doubled. In order to increase this indicator, entire micro-districts and the necessary infrastructure are built here. All conditions are created. We continue to build houses, roads, supply gas and water. Also, the whole Kazakhstan will be covered by a network of roads. This is the development, including human development,” noted the Head of State addressing to the inhabitants of the region.

The opportunity to see the pace of development of the region on the example of a particular enterprise provided the first point of the working route of the Head of State. Shop No. 4 of the Aktobe Ferroalloy Plant of the branch of Kazchrome Transnational Company JSC was opened in 2014 due to the implementation of the strategy of a transnational company to increase the production of high-carbon ferrochromium. We can say that this is one of the leading enterprises of the ferrous metallurgy in Kazakhstan. Today, four new-generation direct current furnaces operate here with a total capacity of 440,000 tons of high-carbon ferrochrome per year. Demanded products are exported to the PRC, USA, European countries.

Another giant on the industrial map of the region is Aktobe Rail and Section Works – the largest innovative production facility, also commissioned as part of the country’s industrialization program. This enterprise is the only producer in the territory of the Eurasian Economic Union of long-length railway heat-strengthened rails of the standard R65.

The production capacity of the enterprise, one of the main consumers of which is National Company Kazakhstan Temir Zholy JSC, – 430 thousand tons of rolled products per year. The President was demonstrated samples of the products and showed the most difficult technological process of production.

This year the plant, whose products are appreciated in the far and near abroad countries, including Uzbekistan, Turkmenistan and Azerbaijan, produced 116.4 thousand tons of rails for the amount of KZT 31.2 bn. All this is the merit of a professional labour collective. Nursultan Nazarbayev, having communicated with workers, wished them fruitful work and achievement of high indicators.

Another important task of the Third Modernization is the development of food production. During the working visit to the region the Head of State visited Greenhouse Kazakhstan, in the construction of which the advanced innovative system Ultra-Clima was used. The President was provided with information on the possibilities of this project for the supply of vegetables for the whole region, as well as for the export of vegetable products to the countries of the near and far abroad.

The productive capacity of the enterprise is 6 thousand tons of vegetables per year. The greenhouse complex was built within the framework of the state program of industrial and innovative development with the support of KazAgroFinance JSC.

The successes of the industrial complex and the agro-industrial complex must reinforce the changes in the sphere of social security. Therefore, a great priority in the state policy is rightfully given to the programs “Nyrly Zher” and “Nurly Jol”. Having familiarized with the progress in the construction of prefabricated low-storey credit dwelling in the Nur Aktobe residential area, Nursultan Nazarbayev emphasized the special importance of implementing housing programs.

“This program is of great importance in improving the well-being of the people. Our main goal lies in creating necessary infrastructure for comfortable living of citizens and ensure their employment,” Nursultan Nazarbayev said.

Then, the Head of State spoke with representatives of construction companies involved in the implementation of this project. The President was interested in the features of design solutions, the quality of construction.

According to akim of the region Berdybek Saparbayev, this year it is planned to provide housing for more than 1,000 families of the region. 423 low-rise individual houses will be built only in this micro-district in the next two years. The social infrastructure will be supplemented by a school for 1,200 pupils, a kindergarten and a health clinic. Sixty 3-4-storey houses like “townhouse” are built nearby. 22 of them with a total area of 53.3 thousand square meters will be commissioned already this year.

Implementation of large-scale housing programs involves about ten construction companies with 130 enterprises for the production of building materials loaded by 100%. More than 80% of the materials used in the construction of objects are produced by local producers.

In addition, the Head of State inspected the new center of arts built at the expense of the financial resources of JSC CNPC-Aktobemunaigas. This complex has a unique concert hall in the region for 1,200 seats. It will hold mass events and creative concerts. In the meantime, the first guest of the largest concert hall was Nursultan Nazarbayev – the creative teams of the regional philharmonic society came on the stage of the Arts Center.

After that, the Head of State was met at the regional Academy of Creativity. This social object with an area of 13 thousand square meters, was built by TNK Kazchrome JSC, in fact, within the framework of social responsibility of business. The project cost is KZT 1.5 bn. The building meets the latest standards and requirements and it is equipped with the latest equipment.

The Academy has more than 50 coteries for development and creativity, there is an observatory and a planetarium. The creative team willingly shared plans with the President for the implementation of scientific and creative projects for young Kazakh people, at whose disposal – workshops of pottery, television studios, groups of automodelling and aircraft modeling.

In “Zhubanovtar Alemi” memorial house, the Head of State met with the public of the region. Talking with the inhabitants of the region, Nursultan Nazarbayev focused on the specifics of the modernization process, detailed in the program article “Look into the Future: Modernizing the Public Consciousness”.

“The world is changing rapidly, and we are already among these changes. New sciences are emerging, a new understanding of things is being formed. All the reforms, including the modernization of public consciousness, are being done to prepare our generation for this future,” said the President emphasizing that Aktobe, along with Astana, Almaty and Shymkent should become a source of innovation and a factor of attraction of production, financial and human resources.

It should be noted that the region is actively working on the implementation of the program “Ruhani Zhagyru”. The fellow countrymen-art patrons willingly responded to the call to help the small motherland, make it more beautiful. Within the framework of the “Tugan Zher” project, the 1st republican forum, which gathered more than 300 well-known natives of the region from 21 countries of the world, was recently held in the region. The result of this meeting was the signing of 20 memorandums worth over 76 billion tenge.

Public-private partnership is successfully introduced in the region. With the help of this mechanism as well as on the basis of social responsibility of business, 125 projects worth more than 50 billion tenge are being implemented. Only within the framework of the action “Tugan zherge tagzym!” 555 projects on improvement, construction, reconstruction of social facilities for the amount of KZT 2.8 billion are being implemented in the region.

“Zhubanovtar Alemi” memorial house, by the way – is also one of the major projects built within the framework of public-private partnership. Local entrepreneur Kairat Maitekov allocated 300 million tenge for the erection of this modern building, where the relics of the Zhubanov family will be kept, their autobiographical stands, a musical and patriotic club and groups of children’s and youth music education.

From high quality to high speeds

In the market economy environment, quality, reliability and speed are one of the basic requirements for the participants of the railway market, and high-speed and reliable logistics routes are needed to comply with above requirements.

Reliability and speed are just the main indicators that all operators of railway networks are striving for, in connection with which the modernization of railways has been actively developing in recent years. For this purpose, the most modern enterprise for the production of rails on the territory of the post-Soviet countries – Aktobe Rail and Section Works LLP was built in the very center of the Great Silk Road.

At the present time, in addition to “Differentially strengthened and non-heat-strengthened railway rails” and GOST R 51685-2013 “Railway rails. General specifications” rails of type R65 of  ДT350 category, the portfolio of ARBZ LLP products was replenished with a new highly demanded type of rails R65 of  ДT350CC category, meeting the requirements of quality standards, as well as Technical Regulation of Customs Union 003/2011 “On the safety of the railway transport infrastructure” by the majority of railway administrations.

In order to obtain Certificates of Compliance, the company has overcome many stages of quality assurance: carrying out of laboratory tests for determination of mechanical properties, micro and macrostructure, bench tests, checking the operational reliability of rails. The successful completion of all tests proves that the rails produced at Aktobe Rail and Section Works fully meet the requirements of the standards for quality, reliability and safety.

Many experts have already confirmed that for the moment the products manufactured by ARBZ LLP are one of the best in the world, but the enterprise moves beyond and is aimed at further improving of the quality of its products, increasing of the range and intending to master the production of new types of products by the end of the year.

The obtained certificate for ДТ350СС rails increase opportunities of the enterprise for export of its products, since differentially heat-strengthened rails of ДТ350СС category are designed to be laid at high-speed combined traffic broad gauge railway lines used on high-speed lines with a speed of up to 250 km/h. The specified products provide smoothness and comfort movement of passenger trains, and also allow freight trains to increase speed. Rails for high-speed combined traffic can be used not only on all operating main trunks of Kazakhstan, but also throughout the CIS and have a huge potential.

First Deputy Prime Minister of the Republic of Kazakhstan Askar Mamin arrived with a business trip to Aktobe region. Upon his arrival to the region, the unique social facilities have been demonstrated to him in Aktobe.

Askar Mamin visited a number of social facilities, become familiar with the progress of the implementation of public private partnership’s projects, work on food security, as well as the progress of road construction in Aktobe.

During his visit of Aktobe Rail and Section Works LLP, Askar Mamin was acquainted with the production process from a heating furnace to the output of finished products. It should be noted that, the project was implemented in the framework of Industrial and Innovative development of Kazakhstan.

The enterprise is the largest in the region and on a nationwide scale it stands among the companies that have been included into the Industrialization Map of Kazakhstan and it is the only producer of long (120 m) heat-strengthened railway rails according to R-65 standard in the EEAS territory. Generally, after reaching the full designed capacity in 2018 the plant will produce 430 000 tons of rolled products per year including 200 000 tons of heat-strengthened long (up to 120 m) rails for high-speed trunks and 230 000 tons of sections for construction sector.

Samples of the output were demonstrated to Askar Mamin and he got acquainted with the production process of the goods. During plant tour, the guest was reported about the progress of industrial and innovative development program within the region. 83 projects (including 2 projects under the Republican Industrialization Map) had been implemented under the Industrialization Map during 2010-2015 and first half of 2016 which amounts to 523 billion tenge and about 7,6 thousand permanent jobs have been created.
